The 'stela' simply, as you say is not a stela at all.  The workmanship just does not look ancient.  Ancient qwork tends to be much better quality than this.  As for the protruding tongue...  what on earth is that for?!
 
The Horus falcon is simply a tourist souvenir.  The style is completely wrong for any sort of Egyptian antiquity.  I've seen this stuff for sale over and over again in Luxor, Aswan, Cairo etc.  This particular seller is renowned for never selling an authentic artefact.  He gives his location as Cairo, which should be a good clue since export of antiquities is prohibited by law and punishable with life imprisonment.  The words at the end of the description, "Dating used as suggested guideline" are intended to be the seller's get-out against misrepresentation, but are entirely contrary to eBay ruels and wouldn't count for a bean in a court of law.
