Shipping charges should always be according to the purchase.  Insurance should be offered and even small objects should be properly packaged, which is not cheap.  Lower rates increment the handling rate at the post office hubs, therefore putting your purchase at a higher risk level of being damage and getting to you not in the intended manner.
 
As far as being authentic or not, I'm not a specialist in this culture, but not being properly asses with an adequate S & H cost should be an indication.

I'm glad you have no conection to Trocadero. But my messages were
not released until 12 hours later, giving the impression I sent them
in the A.M. hours. Maybe not blocking, but definitely manipulation
