I clearly miss-read the meaning on this one instance. Paul said "Sadly Roger Bland is out of his office" which I took to mean he must no longer in that position as I seen nothing sad in being away from his office for a period of time. Then Paul continued with "so cannot answer" which reenforced how I read this, but I now realize he was really trying to say Mr. Bland cannot answer now, so there would be a delay before he could answer if he chose too. My mistake, and I apologize for that part of my post.
