It was quite simple. Paul appeared to be requesting comment from an official involved in the Treasure process. If he can't contact him, how is this gagging R. Bland? In a word, it isn't.

Goodness. Quotation marks. Whatever could that mean? The end of western civilisation as we know it? Hardly.

If the above is in any way symptomatic of the way you analyse what you read, no wonder you're having problems with this debate.
