Actually, a bounced Member is a person who's email is rejecting all posts from lists that
he or she is on. There is a such thing as a Soft Bounce, which means that out of however
many lists, that person is on, only a few are being rejected. A Hard Bounce is where all
posts from the lists are being rejected.

The Owner of the list or Moderator of the list has the option to let people know that they
are bouncing and those who's emails are Hard Bounce, I check to see how long they have
been bouncing, if it is years, then I take those people off the list, as it might be a old
address or the person left the list already, but didn't do anything about it, in the
normal way. If the person is a Hard Bounce, but for a short period of time, then I send
them a 'Reactivate Now' message which is provided all List Owners/Mods, to please
reactivate their email delivery.
